Humans can not prevent natural phenomena

if we understand better why they happen and if we take steps
appropriate. Similarly, we can avoid disaster
caused by the negligence and carelessness of human beings (ex-
plosiones or transport accidents involving large numbers
victims) if attempts to maintain the facilities,
roads and transport, and we know what to do to
prevent or mitigate them if they occur.
